In a democratic constitutional state the government has to act according to the rules and gist of the judicial system and the regulations described in the law. Those in the government who -on their own account- skirt these in favour of different interests are directly gnawing on the fundamentals of the constitutional state.

Why are arbitrariness and skirting the law so harmful to the country?

Government officials who operate based on arbitrary and unlawful behaviour damage the essential community’s confidence in its leaders. Thus, they also show that the law is either irrelevant or does not apply to them.
